About Coastal Water Authority
CWA is a conservation and reclamation district created by a Special Act of the 60th Legislature of the State of Texas in 1967. CWA is a governmental agency and political subdivision of the State of Texas located within Harris, Chambers, and Liberty Counties. CWA provides untreated surface water for municipal purposes to the Cities of Houston, Baytown, and Deer Park, and supplies untreated surface water to approximately 100 industrial and agricultural customers throughout Southeast Texas. CWA is governed by a seven-member Board of Directors. Four Directors are appointed by the Mayor of the City of Houston with the advice and consent of the City Council. One Director is appointed by the Governor of Texas from each of Harris, Liberty, and Chambers Counties with the advice and consent of the Texas Senate.
