Description

The Coastal Water Authority—serving as a critical surface water provider in the Greater Houston area—is seeking a highly qualified Senior Project Manager to oversee large-scale capital improvement projects. The chosen candidate will be a licensed Professional Engineer (P.E.) in Texas and hold either a Project Management Professional (PMP) or Certified Construction Manager (CCM) certification. You will lead large water supply projects that include pump stations, pipelines, and canals that will deliver hundreds of millions of gallons of water each day to municipalities and industrial facilities.

Key Responsibilities

  • Lead major water supply infrastructure projects—including planning, design, procurement, construction, and close-out—within the Coastal Water Authority’s service area.
  • Coordination with the following agencies: City of Houston, Harris County, TCEQ, TWDB, USACE.
  • Develop project scopes, schedules, request for qualifications, and capital budgets.
  • Prepare, assemble, and present technical reports and project briefings to CWA Board of Directors, City of Houston stakeholders, and community audiences.
  • Negotiate, manage, and oversee engineering and construction contracts—ensuring deliverables meet project goals and regulatory requirements. Monitor performance and implement corrective measures as needed to ensure projects are delivered on time and within budget.
  • Mentor junior engineers and project staff; foster a culture of safety, quality, and proactivity.
  • Engage with operations teams during design and construction phases to optimize system functionality and maintenance.

Qualifications

  • Bachelor’s degree in Engineering.
  • Licensed Professional Engineer (P.E.) in Texas.
  • At least 15 years of progressively responsible experience managing capital improvement projects within the Texas water marketplace.
  • In-depth knowledge of water supply, conveyance, and distribution systems, permitting, and compliance specific to Houston-region projects.
  • Strong competency with program/project management tools and systems (e.g., Kahua, MS Project, Primavera P6) and design tools (e.g., CAD, GIS).
  • Excellent leadership, communication, and stakeholder coordination skills.
  • Experience with alternative project delivery methods (e.g., Design-Build, CMAR).
  • Familiarity with funding programs such as EPA State Revolving Fund (SRF), TWDB SWIRFT, FEMA, or other regional grant opportunities.

Work Environment

Combination of office and fieldwork—with routine site visits to CWA project locations in Harris, Chambers and Liberty Counties.
