Luce Bayou Interbasin Transfer Project


The Luce Bayou Interbasin Transfer Project will bring surface water from the Trinity River Basin to Lake Houston, which is located in the San Jacinto River Basin. The water will be treated at the Northeast Water Treatment Plant, located on the western side of Lake Houston and the East Water Treatment Plant, located off Federal Road and I-10.

This additional surface water is needed to meet the projected population growth in North and West Harris County. This project is identified in the adopted 2007 State Water Plan, and is targeted for completion in the 2015 – 2020 time period.  The Authority is coordinating its efforts with the City of Houston, the North Harris County Regional Water Authority, the West Harris County Regional Water Authority, and other identified stakeholders.  The project is currently under design by TCB INC.

Energy Initiatives and Electrical Usage


The Coastal Water Authority is currently in discussions with the East Texas Electric Cooperative, Inc. (ETEC) regarding a proposed hydroelectric facility to be located near Lake Livingston. ETEC is also in discussions with the City of Houston and the Trinity River Authority (TRA) who jointly own and operate Lake Livingston.

As of April 2, 2007, both the TRA and ETEC had approved a "Memorandum of Understanding" (MOU) regarding the development of this hydroelectric facility.  Once the City of Houston approves the MOU, CWA will enter into discussions with ETEC regarding a separate MOU which would address CWA's involvement in the project.

Electrical Usage

In 2007, the State Legislature passed House Bill 3693 which contains certain reporting requjrements for a governmental entity's metered amount of electricity, water, or natural gas consumed for which it is responsible to pay.  For information on CWA's electrical usage, refer to CWA Electricity Rptg 2008.

The Coastal Water Authority currently owns and operates a 6.5 MGD water treatment plant located in the Houston Ship Channel area. The Authority has retained the services of Lockwood, Andrews, & Newnam, a Houston consulting engineering firm, to assist the Authority as it investigates the opportunities for expanding the plant, and adding additional industrial customers in an effort to support the anticipated industrial growth in the Houston Ship Channel Area.
