Luce Bayou Interbasin Transfer Project
The Luce Bayou Interbasin Transfer Project will bring surface water from the Trinity River Basin to Lake Houston, which is located in the San Jacinto River Basin. The water will be treated at the Northeast Water Treatment Plant, located on the western side of Lake Houston and the East Water Treatment Plant, located off Federal Road and I-10.
This additional surface water is needed to meet the projected population growth in North and West Harris County. This project is identified in the adopted 2007 State Water Plan, and is targeted for completion in 2019. The Authority is coordinating its efforts with the City of Houston, the North Harris County Regional Water Authority, the West Harris County Regional Water Authority, the North Fort Bend Water Authority, and other identified stakeholders. The Corps of Engineers, Galveston District, is preparing an "Environmental Impact Statement" for the project.
On July 21, 2011, the US Army Corps of Engineers will conduct a Scoping Meeting for the Luce Bayou "Environmental Impact Statement". The public is invited to attend and present comments. The Meeting will be held at the Dayton Community Center (801 S. Cleveland Street) in Dayton, Texas. Registration will begin at 5:30 pm and is scheduled to end at 8:00 pm. Energy Initiatives and Electrical Usage
Electrical Usage
In 2007, the State Legislature passed House Bill 3693 which contains certain reporting requirements for a governmental entity's metered amount of electricity, water, or natural gas consumed for which it is responsible to pay. For information on CWA's electrical usage, refer to CWA Electricity Rptg dec.2010 and CWA Electricity Rptg 2012.
Electricity Reliability
In 2009, the State Legislature passed Senate Bill 361 relating to power reliability at certain facilities. The Coastal Water Authority has entered into an Agreement with NRG Energy Services, LLC for utility grade backup electric power. The TCEQ has approved CWA's "Emergency Preparedness Plan".

Dependable Treated Water for Industry
The Coastal Water Authority currently owns and operates a 6.5 MGD water treatment plant located in the Houston Ship Channel area. The Authority has retained the services of Lockwood, Andrews, & Newnam, a Houston consulting engineering firm, to assist the Authority as it investigates the opportunities for expanding the plant, and adding additional industrial customers in an effort to support the anticipated industrial growth in the Houston Ship Channel Area.
