Gary N. Oradat, P. E. (Executive Director)
Mr. Oradat joined the Coastal Water Authority on August 16, 2004, and was named Executive Director on April 1, 2006. Mr. Oradat received his B. S. degree in Civil Engineering from Texas A&M University. He is a Registered Professional Engineer in the State of Texas.
Mr. Oradat’s career spans 30 years of public service with the Dallas Water Utilities and the City of Houston Department of Public Works and Engineering, where he retired after 23 years of service. During his tenure at Houston PWE, Mr. Oradat served in various capacities, including, Deputy Director for the Public Utilities Division, Deputy Director for the Engineering, Construction & Real Estate Division, City Engineer, and Public Works Chief of Staff. Mr. Oradat is involved in various professional organizations including the American Society for Testing and Materials (ASTM) where he is past Chairman of Main Committee F17 for Plastic Piping Systems. He is currently a member of Committees F17.62 for Sewer, and F17.67 for Trenchless Technology. He is also involved in the Gulf Coast Trenchless Association (former Board member), and the Society of American Military Engineers. Mr. Oradat resides in Houston with his wife, Sherry, and 2 children.

John J. Baldwin (Chief Financial Officer)
Mr. Baldwin was selected as the Chief Financial Officer of the Coastal Water Authority on May 18, 1998. Mr. Baldwin has received a B. S. degree in Business Administration/Political Science from Texas A&M-Commerce, and B. Acc. and MBA degrees from the University of Houston.
Mr. Baldwin retired from the City of Houston after 21+ years of service with the Department of Public Works & Engineering. His last five years of service with Houston PWE was as Deputy Director for Resource Management; responsible for finance, utility rate development, utility billing & collection along with administrative support services in the areas of payroll, personnel, procurement and inventory warehousing. Mr. Baldwin also served on the Mayor’s executive staff as Senior Financial Advisor. Mr. Baldwin is involved in various professional organizations including membership in the Governmental Finance Officers Association, American Public Works Association and the Society of American Military Engineers.

Jerry L. Berry (Operations Manager)
Mr. Berry joined the Coastal Water Authority on April 30, 1990. Mr. Berry holds an A. A. Degree in Drafting/Design Technology from NE Oklahoma A&M College and B. S. and M. S. degrees in Technical Education from Oklahoma State University. Mr. Berry’s career includes 24 years of distinguished service in the U. S. Army. A graduate of the U.S. Army Command and General Staff College and the US Army Corps of Engineers’ Commander as Contracting Officer course, Mr. Berry served in key overseas assignments including the Army Executive Officer for the Joint Service Enewetak Nuclear Cleanup Project in the Marshall Islands and as Area Engineer for the U.S. Army Corps of Engineers, Okinawa, Japan. Mr. Berry retired at the grade of Lieutenant Colonel after serving as Deputy Commander of the Ohio River Division, US Army Corps of Engineers. Mr. Berry received numerous commendations and awards including the Legion of Merit, Bronze Star Medal, 3 Meritorious Service Awards, Joint Service Commendation Medal, Army Commendation Medal, 3 Humanitarian Service Medals, and the Vietnam Campaign Medals. Mr. Berry has been, and is, active in numerous civic, professional and faith-based organizations including the Society of American Military Engineers, of which he is a Chapter Past-President. Mr. Berry serves on the Finance Committee of the First United Methodist Church (Humble, Texas) and is active in community activities supporting Harris County Libraries and Shriners Hospitals for Children.
