Dionel E. Avilés, P. E. (President of the Board)


Dr. Avilés was appointed to the Board of Directors on June 11, 1985 by Mayor Kathy Whitmire.  Dr. Avilés holds B. S., M. S., and Ph. D. degrees in Civil Engineering from Texas A&M University.  Dr. Avilés is a Registered Professional Engineer in the States of Texas and New Mexico, as well as, the Commonwealth of Puerto Rico.

Dr. Avilés’ career includes 39 years of distinguished service in the U. S. Army.  A graduate of the Army War College, Dr. Avilés achieved the rank of Major General and received numerous commendations and awards, including the Distinguished Service Medal, the Legion of Merit and the Army Commendation Medal.

In 1981, Dr. Avilés founded Avilés Engineering Corporation in Houston, Texas, which specializes in geotechnical, environmental engineering and construction materials testing.  In 1997, Dr. Avilés was appointed to the Texas A&M Board of Regents by Governor George W. Bush, and in 2000, Dr. Avilés was appointed by President George W. Bush as a Member of the Board of Visitors to the U. S. Air Force Academy.  In 2004, Dr. Avilés was named a “Distinguished Alumnus” by Texas A&M University, and was named to the Texas A&M Corps of Cadets “Hall of Honor.” 

Kurt F. Metyko, P. E. (1st Vice-President)


Mr. Metyko was appointed to the Board of Directors on August 14, 1990 by Mayor Kathy Whitmire.  Mr. Metyko received his B. S. in Civil Engineering from the University of Notre Dame, and served two years on active duty in the U. S. Army where he achieved the rank of Captain and was awarded a Bronze Star for his service in South Viet Nam.

Mr. Metyko is currently president of Metyko & Associates, Inc., a consulting engineering firm located in Houston.  Mr. Metyko is a Registered Professional Engineer in the State of Texas, and also a Registered Public Land Surveyor in the State of Texas.

Mr. Metyko is active in numerous civic, professional and faith-based organizations, including Serra International, The Diocese of Galveston-Houston Seminary Advisory Board, the Shalom Center Board, the American Consulting Engineers Council, and the National Society of Professional Engineers.

Tony L. Council, P. E. (2nd Vice-President)


Mr. Council was appointed to the Board on March 28, 2007 by Mayor Bill White. Mr. Council received his B. S. degree in Mechanical Engineering from North Carolina A&T State University.  Mr. Council is a Registered Professional Engineer in the State of Texas.

In 2001, Mr. Council founded TLC Engineering in Houston which provides a myriad of professional engineering services to both the public and private sector.  Mr. Council is a published author with articles in the "Oil and Gas Journal" July 2000 issue, "Pipeline and Gas Journal" May 2000 issue and "UK Energy Journal" 2001.  Mr. Council also serves on the Board of Directors of Greater Sooner Holdings, a Texas Corporation, and Internal Hydro, a Florida Corporation.  Mr. Council is also active in numerous professional, civic and community organizations.

Rick Cloutier, P. E. (Secretary-Treasurer)


Mr. Cloutier was appointed to the Board of Directors on June 11, 2002 by Mayor Lee P. Brown.  Mr. Cloutier received his B. S. and M. S. degrees in Environmental Engineering from the University of Florida, and is a Diplomat with the American Academy of Environmental Engineers (AAEE).  Mr. Cloutier is a Registered Professional Engineer in the States of Texas, Louisiana, Mississippi, and Florida.

Mr. Cloutier is Sr. Vice-President of Camp, Dresser & McKee, an international consulting environmental engineering firm.  Mr. Cloutier serves as CDM’s Regional Manager for the south central portion of the United States, a 16-state region which includes Texas.  Mr. Cloutier is active in numerous civic and professional organizations including the AAEE, American Water Works Association and the Water Environment Federation.

Mr. Cloutier and his family reside in Houston.

Darryl L. King


Mr. King was appointed to the Board of Directors on December 9, 1997, by Governor George W. Bush, and represents Harris County.

Mr. King is the CEO of The Principal Partnering Group, a Program Advisory Group.  A well established entrepreneur, Mr. King is also involved in numerous professional, civic, community and faith-based organizations.  Currently, he is a Board Member of Foxshire Development, and the Greater Houston Convention and Visitors Bureau.

Previously, Mr. King served as a Board Member of the Houston Super Bowl XXXVIII Host Committee, the Houston 2012 Olympic Committee, the Greater Houston Area Hotel and Motel Association, the Aldine YMCA, the Texas State Restaurant Association, the Houston Restaurant Association, and is a member of the North Houston Frontiers Club, the Greenspoint Chamber of Commerce, and for five years, Mr. King served as Chairman of the Intercontinental Airport Merchants Association. 

Mr. King was an inaugural member of the Houston Livestock Show & Rodeo’s first African Committee, and also served as Chairman of the Board of the Houston Area Urban League.

Ray Stoesser


Mr. Stoesser was appointed to the Board of Directors by Governor Rick Perry on June 17, 2008.  Mr. Stoesser represents Liberty County.  Mr. Stoesser is a graduate of Baylor University where he received his BBA degree.

Mr. Stoesser is a successful, third generation farmer in Liberty County.

Mr. Stoesser is involved in numerous professional and faith-based organizations.  Mr. Stoesser serves as a Deacon at the First Baptist Church of Dayton.  He is also a member of numerous Boards including the Texas Rice Producers Board, the Texas Rice Research Foundation, the Texas Rice Council, and the Liberty County Farm Bureau.  In 1997, Mr. Stoesser was recognized as "Farmer of the Year" at the Texas Rice Festival.

Mr. Stoesser and his wife, Eileen, have two sons.  The Stoesser family resides in Dayton.

A. R. "Rusty" Senac


Mr. Senac was appointed to the Board of Directors by Governor Rick Perry on June 17, 2008.  Mr. Senac represents Chambers County.  Mr. Senac is a graduate of the University of Houston where he received his BBA degree, with a major in Marketing.

In 1981, Mr. Senac founded Medical Marketing Services to provide management and marketing consulting services to group medical practices and healthcare facilities.  Mr. Senac closed MMS in 1992, and joined Brown & Associates as their Executive Director.  Mr. Senac retired from Brown & Associates in 2006.

Mr. Senac is involved in numerous civic, community, and faith-based organizations.  Mr. Senac served as Mayor of Beach City for 10 years.  He previously served on the Board of Directors for the Houston-Galveston Area Council.  He currently serves as Secretary of the Chambers County Republican Party.

Mr. Senac and his wife reside in Beach City.
